About Invest Texas Council

The Invest Texas Council is a policy-oriented collaborative of stakeholders founded to champion public-private partnerships (or “P3s”) across economic sectors, and will advance policies – grounded in fundamental principles of good governance and sound economics – supporting private sector investment in infrastructure projects.

The P3 – once viewed as a bi-partisan, commonsense approach to public finance – has fallen into disuse in Texas. The model has been tried and proven effective. Respected state and national organizations support P3’s. Without a champion, Texas will continue to lose out on vast amounts of private capital available to finance large-scale infrastructure projects.

The Invest Texas Council will set Texas on a new trajectory.

Only with private investment and innovation can Texas keep pace with infrastructure necessary to support future population growth and economic development. Public revenue sources alone will not be enough to support the needs of the estimated 51 million individuals residing in Texas in 2070. The Invest Texas Council will support statutory and regulatory initiatives to attract private capital for local and state infrastructure projects.

Beginning in 2021, the Invest Texas Council, with leadership from a knowledgeable and committed Advisory Board, is issuing the call for private investment in water, transportation, ports, airports, and other critical infrastructure – to keep Texas the envy of the nation and the world.
